The City Council said they were willing to go ahead with the plan if the NBA agreed to stay at Rogers Arena until after the opening of the new facility. But the league refused to agree, saying the arena wasn't big enough for them anymore. It was too small for them to continue playing there. They felt that it was unfair for them to continue playing in a smaller space when they weren't receiving any additional revenue.

The City Council asked for financial assistance and offered to help the province. Although the province offered $150 million to the project, the City Council needed $100 million more. The City then decided to abandon its plans and instead focus on building a new downtown arena.
