The annual showcase of young stars on Feb. 17 at Vivint Arena in Salt Lake City features a mini-tournament with four teams and three games.
The 21 NBA players, selected by NBA assistant coaches, will be drafted onto three teams, while the seven NBA G League players, chosen by the league office, will make up the fourth team.
Mathurin, from Montreal, is averaging 17.9 points and 4.2 rebounds a game with Indiana, while fellow Pacers rookie Nembhard, from Aurora, Ont., is averaging 8.5 points and 4.0 assists.
Toronto's Miller is averaging 15.1 points and 8.4 rebounds in the G League.
Barnes, last season's NBA rookie of the year, is averaging 15.7 points, 7.1 rebounds, 4.9 assists, 1.0 steals and 34.8 minutes in 49 games this season.
Former NBA Pau Gasol, Joakim Noah, Jason Terry and Deron Williams will serve as honorary head coaches. They'll select their teams through the NBA Rising Stars Draft, which will be held at a later date.

Why did NBA leave Vancouver?
Because of a dispute with Vancouver's City Council over arena financing, NBA had to leave Vancouver. The City was expected to contribute $40m towards the construction of a brand new basketball arena. It would include 12 luxury suites along with two restaurants, bars, and a hotel. However, the City Council wanted $60 million in taxpayer money for the team owners to pay off their existing debt. This meant that the city had to borrow $200m to construct the arena. But the team owners would only have to pay back $20m. This would result in the city being responsible for paying the rest of its loan.
If the NBA would agree to keep Rogers Arena open until the opening of the new facility, the City Council was willing to approve the plan. The league, however, refused to accept the plan. They claimed that the arena was not large enough. It was too small for them to continue playing there. They felt it unfair to ask them for more revenue by asking them to stay in the smaller venue.
The City Council then asked the province to step in and help out by offering financial assistance. Although the province offered $150 million to the project, the City Council needed $100 million more. The City then decided to abandon its plans and instead focus on building a new downtown arena.
